Project type: The site, located within the central park of Almussafes, is set amongst mature pine trees, and great care was taken to integrate these natural elements into the overall design philosophy. Conceived as a competition entry for the new Town Hall, the proposal sought to express civic identity while preserving the character of the park. The building footprint was carefully arranged to protect existing trees, allowing the architecture to sit lightly within the landscape. Generous glazing and shaded external circulation create a continuous dialogue between interior spaces and the surrounding greenery.

The brief required approximately 2,800 m² of office accommodation and 800 m² of parking on a relatively small site. In response, a vertical strategy was adopted to minimise ground occupation and retain open public space. A slender tower form was proposed, referencing the historic Racef Tower as a contemporary civic landmark. This gesture establishes a clear visual identity for the new Town Hall while respecting local heritage.

The composition is structured around three principal elements: a grounded base, a vertical tower, and a horizontal auditorium volume that intersects the tower. The base accommodates the most publicly accessible services—citizens advice, local development, social services and the local police department—ensuring ease of access and transparency in civic operations.

At first-floor level, a generous public terrace provides space for outdoor events, gatherings and seasonal activities such as summer cinema screenings. Above, each municipal department occupies its own floor within the tower, enabling independent functioning while maintaining the flexibility to operate collectively. The design balances symbolism, efficiency and public engagement, presenting a contemporary and welcoming vision for Almussafes’ new civic heart.
